  1. Purpose

The campus network, which includes the dormitory networks and is hereinafter referred to as “the network,” was established to provide all university faculty, employees, and students with access to engage in educational, research, and administrative activities. These terms were formulated in accordance with the Ministry of Education’s Regulations on Campus Network Usage to ensure that the network fulfills its function, to uphold the rule of law, and to provide a basis for network usage to be followed.

  1. Scope

These terms apply to any person or unit (hereinafter the network user) using campus network resources or within the campus area. Network resources include computer mainframes, personal computers (including notebook computers), mobile devices, network equipment, and IP addresses.

  1. Respect for intellectual property rights

Network users shall avoid the following behaviors that may infringe intellectual property rights:

    1. The use of unauthorized computer programs.
    2. The illegal downloading or copying of works protected by copyright law.
    3. The uploading of protected works onto public websites without the consent of the copyright owner.
    4. The arbitrary reprinting of articles from other online forums despite prohibition by the author.
    5. The setting up of websites for the public to illegally download protected works.
    6. Other behaviors that may infringe intellectual property rights.
  1. Prohibition of network system abuse

Network users may not engage in the following behaviors:

    1. The setting up of private websites on the dormitory networks.
    2. The dissemination of computer viruses or other programs that interfere with or destroy system functions.
    3. The interception of network transmission messages without authorization.
    4. The unauthorized use of network resources by hacking into or fraudulently using other people’s accounts or passwords or the undue disclosure of other people’s accounts and passwords.
    5. The undue lending of one’s account for another person’s use.
    6. The hiding of accounts or the use of fake accounts; this restriction does not apply to anonymous users that are explicitly authorized.
    7. The illegal viewing of other people’s electronic mail or files.
    8. The abuse of network resources in any manner—including the mass sending of advertisements, chain letters, or useless information through e-mail; spamming; or exploiting resources—that affects the normal operations of systems.
    9. The forwarding of scams, defamation, insults, obscene content, harassment, illegal software transactions, or engaging in other illegal activities through e-mail, online chats, or similar methods of communication.
    10. The use of the university’s network resources to engage in activities unrelated to education or research or illegal behaviors.
  1. Network management and infringement handling

The NTUNHS Computer Center’s network management and infringement handling tasks are as follows:

    1. Providing assistance to network users in establishing self-regulation mechanisms.
    2. Proper segmentation and control of network traffic.
    3. After receiving a notification of accusation from a domestic or overseas anti-infringement organization, investigation of the event and the sending of a written memo (including an e-mail) to the offending unit, department, or computer administrator.
    4. After the user has deleted the infringing works and offered an explanation to the Computer Center, the suspension of the infringing host’s access to the network for 7 days.
    5. Assignment of moderators responsible for managing and maintaining the online forum and website. The moderators may delete the posts by users who violate the website terms of use or suspend those accounts, and in severe cases or violations of the rules of NTUNHS or the law, refer the offender to the relevant unit.
    6. Handling other matters related to the management of the campus network.
  1. Protection of network privacy

Responsible units within NTUNHS shall respect network privacy and may not arbitrarily view users’ personal data without permission or engage in other behaviors that infringe on user privacy; however, this restriction does not apply to the following circumstances:

    1. To maintain or inspect system security.
    2. To collect evidence or investigate improper behavior in the event of a suspected violation of university regulations based on reasonable grounds.
    3. To cooperate with investigations conducted by judicial authorities.
    4. To comply with the law.
  1. Principles for dealing with violations of campus network terms of use

Network users who violate the campus network terms of use may face the following penalties:

  1. Termination of their right to use network resources.
  2. Acceptance of the rules or penalty provided by NTUNHS regulations; network administrators who violate these terms shall be penalized more severely. For those who are penalized in accordance with the previous two provisions, in the event of other violations, the violator shall bear legal responsibility in accordance with the Civil Code, the Criminal Code, the Copyright Act, and other relevant laws.
  3. In the event of the individual found to have violated these terms disagreeing with how NTUNHS has handled the violation, the individual may file for an appeal or relief in accordance with relevant legal or NTUNHS processes.
  4. If a non-NTUNHS entity must investigate a crime, the Secretariat Office shall be notified in advance, who shall then notify related NTUNHS units. The units shall cooperate with the investigation and provide information in accordance with the Guidelines for the Prevention of Internet Crimes by Members of the Taiwan Academic Network, the Personal Data Protection Act, and the Civil Servants Service Act.
  1. Matters not provided in these rules shall be handled in accordance with current laws and regulations.
  2. These terms and any amendments thereof shall be implemented following approval by the Computer Advisory Committee and the Administrative Meeting.
